When the top 10% disagree with the average voter, “effect of the average voter drops to insignificant levels.” (documented by Princeton political scientists). When interest groups are taken into account, the average voter has essentially no influence. The authors propose that the use of nationalism, sectarianism, and identity politics makes this possible. But surely the disproportionate use of money in elections also plays a key role.
