There is widespread agreement amongst the progressive community that 40 million people without health insurance is an embarrassment to the richest, most advanced nation in the world. But there is hardly a consensus on how best to remedy the situation.
Universal coverage for children, access for all Americans, and cost containment measures are all generally regarded as the bare essentials for any sweeping reforms. Can we afford to extend universal coverage to all Americans, or should coverage only be guaranteed for children and adults living below the poverty line? Many believe that a single-payer system will help to contain spiraling costs and administrative overhead, and still others, including Clark, Dean, and Edwards, propose tax credits for families paying high premiums.
And lest we forget: how do we pay for all of this? Potential sources for an increased health care budget include repealing recent tax cuts, phasing in an additional employer tax, and reducing subsidies to other industries.
