Clark proposes to focus on preventive medicine to lower costs. He will provide tax credits to defray costs of health care premiums. He will provide universal health care for children. Coverage through the federal employees' plan will be opened to others.

Following the pattern of health care he established in Vermont, Dean would expand the existing Children's Health Insurance Program to cover single people up to age 25. He would expand the federal employees's program to cover low income families and provide tax credits to business to expand insurance benefits.

Kerry
Under Kerry's plan the Federal government will pick up the full cost of more than 20 million children enrolled in Medicaid if states agree to: (1) expand children’s coverage to 300 percent of poverty and enroll these kids; (2) expand coverage to families up to 200 of poverty; and (3) assure childless adults below poverty have health care coverage. The government would also reimburse companies for a portion of catastrophic claims, thus lowering costs to companies that will in turn result in lower insurance premiums. The Federal Employee's Health Plan would also be made available to every American.
