Kerry favors raising the minimum wage and having it indexed to inflation. Kerry would also give tax breaks to manufacturers who create jobs and provide quality health care and retirement benefits. He would invest in research and development and give tax incentives to help industries upgrade. Education plans would assure a qualified workforce. Kerry also supports fair overtime rules, the right to join a union, and workplace health and safety.

Dean's proposed "Fund to Restore America" would be used by states and localities to hire and train first responders, public health workers; it would pay for security training and improved or new equipment. He would also provide funds to build, rebuild or renovate the infrastructure: schools, roads, railroads, water treatment systems, electric and telecommunications systems which would provide jobs.
