Kerry wants UN help in rebuilding Iraq and in the development of the new constitution. He would replace Bremer with a special UN Representitive. Kerry would ask for international help in training the Iraqi police and army. He proposes that Saddam Hussein be tried by a court including both Iraqi and international judges, prosecutors and investigators.

Dean wants to "take the American label off the war. We must do everything possible to bring the UN, NATO, and other members of the international community back into this effort. Now that [Saddam Hussein] is captured, we must also accelerate the transition from occupation to full Iraqi sovereignty."

Edwards would immediately turn oversight of civilian authority to the United Nations. The U.S. would play a central role in security. He would try to involve NATO with the goal of eventually placing NATO in charge of Iraqi security.

Clark proposes ending the American monopoly in Iraq: he would set up a NATO operation similar to the one in Bosnia. He is aware that the Iraqis do not trust the current, US appointed government and would work to get an Iraqi government elected. He proposes gaining support from alienated allies by offering cooperation on other international problems: climate change, the test ban treaty, the International Criminal Court.
